Basically, powell will need 16 years of average run off to return to normal.
Yikes, I just looked at the bureau of rec. and the lake is now at 1137. It only has to drop 12 more feet to be considered drought status. That means that the bureau cannot allow ANY water to be designated to refill that lake, onlyfor usage.

Nevada's allotment of Colorado River water is 300,000 acre-feet. California gets 4.4 million acre-feet and Arizona gets 2.8 million acre-feet.

Its not the decision of nevada, its is usage and need. Cali and Arizona use more (because there are more people) and need more for farming and agriculture. It is not a state thing, its a government thing.

And here is the really scarry part. There are rumors (unfounded I don't know) that the enviromental lobbies want to not refill Powell above the level it's at now, if ever.
If Powell is drained to the point of it's minimum pool, expect a huge fight to never refill the lake and mothball the dam.

I've tried to confirm it, but haven't had much luck. I first started hearing grumblings about this a couple years ago. When the lake starts to refill one of these days, I think that we'll hear a lot more about it then.

Here's what they will say.
All the fish stocked in Lake Powell are non native, the native species that were displaced by the lake can be restocked once the lake is gone, therefor returning the area to it's natural biodiversity. http://www.lasvegashotboats.com/iB_html/non-cgi/emoticons/biggrin.gif
